He's just introducing his ideas here, intending to elaborate, so I wouldn't say that he's saying that a piece of music only belongs to one genre (but he's not contradicting this either); his main idea is that whatever happens, the criteria is cultural rather than sonic (and I dispute that dichotomy, of course). As you can see I'm pushing him to deal with mulattos and disagreements. And of course I doubt that I'll say something you haven't heard before, but maybe I'll come up with a catchy phrase or two in saying it.
